There is a latest Patch available for Oracle.Does anyone knows if this is free or not and how can one patch the production database.Is it possible to patch while the databe is up or should it be shutdown?

download the patch and look into readme file. You have all the instructions.
BTW, it is free. Download from metalink.

Thanks for the suggestion.I will definitely go thru the Readme file before installation but i am not able to download the patch.Also please note that the download is not free as one has to login to metalink and this need the CSI number which is available to oracle customers.I am using this on development and using a free downloaded version of oracle and dont have any kind of CSI number.

Ofcourse, it is *free* for oracle customers. It is imperative.
