While installing 10g db, is it possible to migrate from another instance(different machine and version, same db name) on the same network? Or, do I need to install the old version 9i, bring the db up, and then install 10g, in which will ask me if I want to migrate the db on the same machine?

machine1 << 10g new instance
machine2 << 9i instance

Depends.
If data is small and not complex, just export from 9i and import into 10g.
Else
You need to go through proper migration procedure using DBUA (database upgrade assistant)
